On November 28, the China Satellite Navigation System Management Office organized a symposium in Beijing to commemorate the 30th anniversary of the construction of the Beidou Satellite Navigation System Project, and issued the "Beidou Satellite Navigation System Development Plan Before 2035" (hereinafter referred to as the "Development Plan"), making it clear that on the basis of ensuring the stable operation of the Beidou-3 system, China will build a next-generation Beidou system with more advanced technology, more powerful functions and better services.

According to the data, the Beidou system is a global satellite navigation system independently built and operated independently by China, compared with other global satellite navigation systems that adopt a single orbit constellation configuration, the "hybrid" constellation is a unique "Chinese plan" - Beidou-2 is the first to take geostationary orbit and inclined geosynchronous orbit satellites as the backbone, and has a hybrid constellation of medium orbit satellites. BDS-3 is composed of 24 medium-circle orbit satellites, 3 geostationary orbit satellites, and 3 inclined geosynchronous orbit satellites, providing a new paradigm for the construction of a global satellite navigation system.

The "Development Plan" points out that China plans to complete the key technology research of the next-generation Beidou system in 2025; Around 2027, three pilot test satellites will be launched to carry out the test of the next generation of new technology system; Around 2029, the launch of the next-generation Beidou system networking satellite will begin; The construction of the next-generation Beidou system will be completed in 2035.

According to Yang Changfeng, chief designer of the Beidou satellite navigation system project and academician of the Chinese Academy of Engineering, the next-generation Beidou system is characterized by "accurate and credible, casual access, intelligence, networking, and flexibility", and will provide global users and other positioning, navigation and timing systems with meter-level to decimeter-level real-time high-precision and high-integrity navigation and positioning timing services covering open space on the surface and near-earth space.  

Xie Jun, a researcher at Aerospace Science and Technology Group Co., Ltd. and deputy chief designer of Beidou Satellite Navigation System Engineering, said that the next-generation Beidou system will optimize the constellation architecture, form a hybrid constellation of high, medium and low orbits, comprehensively improve the accuracy and autonomous operation ability of the space-time datum, and continue to improve service performance.

In addition, the next-generation Beidou system will also build an integrated and efficient integrated ground system to achieve elastic resource scheduling, data sharing and use, and business continuity. All kinds of user terminals covering the surface to deep space, as well as various user terminals integrated with other positioning and navigation timing methods that do not rely on satellites, realize multi-scenario, high-precision and intelligent use of users.
