India's government is worried about the difficulty of resisting competition from foreign goods once it opens up its market, as the level of modernization of the country's agriculture and some industrial sectors is very low and its affected sectors have also pressured the government heavily. For New Delhi to resolve to press ahead with reforms in the midst of a slumping overall economy and waning support for the Modi administration would not be easy, and these fundamentals will resist change this year.
Negotiation of the Regional Comprehensive Economic Partnership is underway. Legal review of the treaty is expected to conclude by June 2020, with formal signing in November. The door is always open to India, but the country must make its own choice.
