(Yicai Global) Aug. 16 -- Shanghai will strive to achieve emergency response industrial and service output value of CNY160 billion (USD24 billion) by 2020, says a policy document released by Shanghai municipal government. Shanghai plans to build three to five national-level emergency response industry demonstration bases in the city by 2020, indicates an industrial development guideline issued by the Shanghai municipal commission of economy and informatization on Aug. 14.

Among them, the Beidou navigation industry base will focus on the development of emergency response and rescue intelligent control systems, Internet of Things (IOT) smart application equipment, integrated satellite terminals, satellite network service facilities and ground equipment.

Intelligent fire protection industry base will dwell on the development of fire control, fire early warning, command decision-making, monitoring and response intelligent systems.

Intelligent security industry base will focus on the development of intelligent security systems for offices, residential buildings, shopping malls, property, and information fields.

Public security emergency response IOT industry base will work on the development of public security information collection, data analysis, and early warning systems. 

Emergency response heavy equipment base will make efforts on the development of emergency rescue equipment such as special fire vehicles, and large construction machinery. 

To this end, the Shanghai municipal government will guide foreign investment in the relevant areas of the emergency response industry, except for fields banned and restricted for foreign investment, and encourage multinational companies to set up research and development centers in Shanghai.

Shanghai will also encourage private capital, financial capital and private equity investment in the emergency response industry, and support qualified enterprises to be listed for direct financing. The city will call on financial institutions to increase credit support and guarantee services for the relevant emergency response industrial projects.

The document envisions that by 2020, Shanghai's key technology and product R & D and manufacturing capabilities in emergency response intelligent robots, Beidou navigation emergency rescue systems, city public security emergency early warning IOT, and emergency rescue equipment will reach the advanced international level.

Shanghai will also cultivate several emergency response industrial enterprises with domestic and international influence, and gradually achieve replacing imported core products of high-end emergency response equipment.
