(Yicai Global) March 2 -- The founder and chairman of TCL, a Chinese electronics maker, has suggested the government should establish a transnational technology patent litigation fund to support Chinese manufacturers in international lawsuits.

Li Dongsheng, deputy to the National People’s Congress, will present his proposal during the Two Sessions, annual meetings of the country's top legislature, on March 4.

As China is catching up in technology, domestic firms often encounter unreasonable and non-compliant patent claims and demands, and such lawsuits are usually long and costly, Li said, adding that especially, failures of some pioneers will affect the patent applications of those who follow.

"I suggest that the government take the lead in setting up a special fund for patent litigation to help enterprises in some major patent lawsuits critical to the globe or industries so that they can be reasonably resolved,” Li said.

Chinese embassies and consulates should provide legal assistance, policy consultation, and other support for Chinese-funded enterprises abroad, per the chairman. The commerce department should help firms participate in multilateral and bilateral trade negotiations and facilitate cross-border investment and financing of advantageous industries to reduce risks such as trade frictions, compliance operations, and patent litigation.

In recent years, despite the challenge of deglobalization, TCL has continued to promote widening connectivity around the world as all of the company's three core businesses of smart devices, chips, and photovoltaics have overseas operations, per Li.
