(Yicai) Oct. 10 -- China has issued its first national guidelines on speeding up the development, use, and marketization of public data resources, aiming to create a comprehensive data-sharing system by 2030 that can support the digital economy and build new competitive advantages.

The guidelines released yesterday put forward 17 specific measures in areas such as the expansion of data resources and standardized authorization of operation, with the goal of establishing a basic system and rules by next year.

They will boost the supply and use of public data resources, Liu Liehong, head of the National Data Bureau, said at a press conference today.

The guidelines emphasize that a sound price formation mechanism must be established. The essence is to balance public welfare and market-oriented development, said Chen Ronghui, deputy director of the National Data Bureau.

According to the guidelines, products and services developed using public data will be available for public governance and welfare-related purposes conditionally free of charge, while those for industrial and sectoral development will be subject to government-guided pricing.

Businesses will also benefit from policies such as deductions for research and development expenses and tax incentives, Liu added. These measures will help in cultivating a large number of data enterprises, hastening development of the data industry and building a stronger digital economy.
